States, D.C. forge ahead with small-business insurance exchanges

The District of Columbia and at least 15 states running their own Affordable Care Act insurance marketplaces will offer an exchange from which employees of small businesses can choose plans, despite a federal delay of employee choice in the Small Business Health Options Program. Workers at small businesses in states with federally run marketplaces will be restricted to the SHOP plan selected by their employer.
