How open should access be for spectrum auction?

FCC Chairman Kevin Martin's plan to provide open access to one-third of the 60 MHz of wireless spectrum to be auctioned next year doesn't go far enough, according to groups including Public Knowledge, Consumers Union and Free Press. They're calling for the FCC to mandate that successful bidders provide "wholesale" access to wireless or broadband providers vying to provide services on that part of the spectrum. But some wireless providers say open access will cause problems for public-safety communications.
