The $7.2 billion of stimulus funding that is being spent to expand broadband access to rural and poor areas nationwide will have a resounding effect on residents' lives, businesses, health care and educational services. Yet it could end up hurting small telecom providers that rely on local community support as the new networks could entice larger telecoms to compete for those markets.
