Mark Pestronk, a lawyer specializing in travel law, explains how the Department of Transportation could apply its rules that prohibit airlines from using contract clauses considered anti-consumer to cruise lines. But Pestronk explains how there are significant differences between regulations of airlines and cruise lines. "A statute expressly allows the DOT to regulate unfair business practices by airlines, but there is no statute allowing the DOT to regulate such practices by cruise lines," he writes.
