School districts nationwide have put off using federal stimulus money, but officials say all of the money will be spent by the September 2011 deadline. Most of the federal funds going unspent are for special education and Title I programming. Nationwide, about 39% of the $11.3 billion available for special education has been spent. In Colorado, officials have spent about 25% of the state's $110 million in Title I funds and 28% of $149 million in special-education funding.
