Acting W.Va. governor issues Marcellus Shale drilling rules

Acting West Virginia Gov. Earl Ray Tomblin ordered the state's Department of Environmental Protection to issue emergency regulations covering drilling in the Marcellus Shale as lawmakers try to come up with long-term policies. Tomblin wants the agency to monitor any plans to dispose of hydraulic fracturing fluids and require water-usage estimates from drillers. The order was well-received by the industry and environmental groups.
