Experts expect individual marketplaces to stay on schedule

Challenges have arisen amid implementation of the Affordable Care Act, with delays enacted and some states declining to expand Medicaid eligibility and letting federal officials handle marketplaces. However, policy experts say the individual mandate is not likely to be delayed and that people will be able to shop for insurance Oct. 1, as planned.
