Senators work on long-term fix for student-loan rates

A group of senators appears to be nearing a deal that would provide a long-term solution to student-loan rates. The measure would tie the rates to fluctuations of the 10-year Treasury bond but also include a cap on the loans. The measure, however, awaits a score from the Congressional Budget Office that will show it to be revenue-neutral.
