Calif. may force insurers to stop using ZIP code as big factor

Instead of using ZIP codes as one of three primary factors in determining California auto insurance rates, the state may force insurers to set base rates mostly on a driver's safety record, miles driven and years of driving experience, in that order. The ZIP code would be allowed as one of 16 optional factors with less influence on the rate. New California Insurance Department regulations to enforce the change are expected to be approved by state agencies.
