Colorado's special-education programs are often stretched

Special education in Colorado is challenged by inconsistent programs, a growing number of students with varied disabilities and a lack of funding. That leads many parents to give up on an inclusive education. Children with special needs have the right to attend neighborhood schools, says one advocate, "but it also places a strain on school systems, and at times they are not equipped to deal with it."
