N.Y. program will keep tabs on teachers to improve their education

A data system that tracks teachers' performance from the time they leave college will be implemented soon, writes Merryl Tisch, chancellor of the New York State Board of Regents. That, Tisch writes, will illustrate the best methods to train new teachers and allow colleges to refine their teacher-education programs.
