Business owners balk at order to pull neon signs

About 50 merchants in Palm Desert, Calif., have received letters from the city ordering them to remove neon signs from their shop windows by Sept. 1, to comply with an ordinance that outlaws all neon signs except those that say "open." Shop owners say they're frustrated, and one says he had city approval for his sign when it was installed in 1993.
