Governor proposes eliminating AP, PSAT testing fees in Maryland

Maryland Gov. Martin O'Malley is proposing to waive the fees for students taking Advanced Placement or PSAT exams. Poor students already receive fee waivers, but under O'Malley's proposal, the benefit would be extended to all students. He says the elimination of the fees -- $86 for each AP exam -- will encourage more students to participate.
