Kerry, Lieberman are drafting utility-focused climate proposal

Sens. John Kerry, D-Mass., and Joe Lieberman, I-Conn., who wrote a broad climate bill that is stalled in the Senate, are drafting a narrower version that would focus on utilities. The new version is a bid to have emissions reduction included in an energy-related measure. "I am very optimistic that we can pass something here that deals with energy and gets us started in the right direction," Kerry said.
