Reid says he has "rough draft" of energy-and-climate proposal

Senate Majority Leader Harry Reid, D-Nev., on Tuesday said that he and fellow senior lawmakers have completed a "rough draft" of an energy-and-climate bill that they hope to unveil in two weeks. Reid said the measure would address the Gulf of Mexico oil spill, generate clean-energy jobs, cut energy consumption and curb pollution from power plants.
