Assessing Minnesota exam trends like comparing apples, oranges

Although Minnesota students fared worse on the 2004 10th grade reading and 11th grade math tests than they did in 2003, state officials say comparing the two years' results is unfair. They note the tests measured different areas of knowledge each year, plus they fear that a former state testing director's inflation of some elementary students' scores in 2003 placed the accuracy of all MCA scores in doubt.
