States seek more AYP flexibility

Many states are seeking federal approval to amend their accountability plans to help them reach adequate yearly progress targets. Advocacy groups worry that any relaxation of the current rules will let schools off the hook from the hard job of determining how to meet the instructional needs of special education and limited English students.
