Differing state and local policies for the numbers of ELL students and those with special needs who are exempted from or take the NAEP with special accommodations may skew results, some testing experts say. "I would not keep things as they are now," said Andrew C. Porter, a board member serving on an ad hoc committee to study the issue. "We know what we want. We want valid state-by-state comparisons. ... How to get them is a little less clear."
