SEC aims to prevent debt issuers from shopping credit ratings

In testimony before a U.S. House subcommittee, Securities and Exchange Commission Chairwoman Mary Schapiro plans to tell lawmakers that she created a division of examiners to oversee credit rating agencies. The special branch is considering ways to keep debt issuers from seeking out the best credit ratings.
