Animal ordinance in West Virginia city gets first-round approval

The City Council in Point Pleasant, W.Va., on Monday gave its first-round approval to a proposed ordinance that would pose restrictions on in-city cats and dogs. The measure includes a ban on American pit bull terriers and several other canine breeds within city limits.
