Legal Services Corp. is faulted over internal controls

Legal Services Corp., America's largest legal-aid provider, is still struggling to maintain basic internal controls, according to a federal report. The Government Accountability Office says the nonprofit has poor control over its grant-issuing programs and fails to adequately monitor the effectiveness of the programs it funds.
