After a Chinese manufacturer purchased Cirrus Aircraft, employees of the U.S. company wanted assurances that production would remain in Duluth, Minn. This week, China Aviation Industry General Aircraft and Duluth signed a memorandum of understanding about jobs staying in the city. "Verbal assurances are wonderful," Duluth Mayor Don Ness said. "But a written assurance, signed by the president of CAIGA, certainly carries much more weight."
