D.C. deputy mayor warns of fallout from living wage bill

A living wage ordinance passed by the District of Columbia Council would have a "chilling effect" on retail projects, Deputy Mayor Victor Hoskins says. It's unclear whether Mayor Vincent Gray will veto the bill, which would require retailers of a certain size to pay a starting hourly wage of $12.50. Wal-Mart Stores says it will cancel a plan to build three stores if the measure becomes law.
