Moniz creates 2 panels to advise him on lab policy

Energy Secretary Ernest Moniz plans to create two internal panels to advise him on how to manage its 17 national laboratories. The National Laboratory Policy Council and the Laboratory Operations Board will advise Moniz on reforms that may be needed in the $12 billion-a-year network of science, weapons and environmental cleanup facilities. "I plan to set the agenda and lead this dialogue with the clear understanding that the lab leadership are strategic partners," Moniz said in a statement.
