N.C. considers dog-breeding rules

A bill that would regulate dog breeders is expected to be heard by the North Carolina Senate. "Right now, if you breed dogs in North Carolina, as long as you don't sell them to research labs or pet stores, there are no regulations, standards or restrictions," said Kim Alboum, North Carolina state director of the Humane Society of the United States.
