API, AAR propose joint oil train safety plan to feds, sources say

The American Petroleum Institute and the Association of American Railroads proposed a plan to the Transportation Department and the Office of Management and Budget on July 11 seeking a three-year phase-out of DOT-111 tank cars, two industry sources said. The cars, which were deemed unsafe by regulators, would be phased out, provided that manufacturers consent to replace the cars within the given period. The plan would also require new cars to have a half-inch-thick steel covering, thicker than that of CPC-1232 designs, the sources said.
