Baker, former general counsel for the National Security Agency, to the position of assistant secretary of homeland security for policy development. Homeland Security Secretary Michael Chertoff's recent moves address cybersecurity issues and place greater authority with the person responsible for protecting the nation's telecommunications and computer networks, industry experts said.
