Public space included in plan for Philly skyscraper

Under plans for a 1,500-foot-tall skyscraper proposed for Philadelphia, tourists and commuters would be free to visit the building's public spaces, including an open-air sculpture garden and a grand lobby. Nearly 30% of the American Commerce Center would be dedicated to public space, including an underground retail section.
