The Securities and Exchange Commission, criticized for lapses that led to the Bernard Madoff scandal and contributed to last year's economic meltdown, is now under fire for doing too much, too fast. SEC head Mary Schapiro and the head of her enforcement division, Robert Khuzami, have reshuffled personnel and launched aggressive investigative initiatives at a rate that has left staffers reeling even as they welcome the measures.
