Couple seeking solar panels want to cut down a tree

Patrick and Shannon Earle, of Takoma Park, Md., want to cut down a silver maple tree in their front yard to make way for solar panels on their roof, but the city has an ordinance that prevents healthy trees taller than 4 feet with a circumference more than 24 inches from being cut down. The ordinance is designed to reduce storm-water runoff, but the couple says it is out-of-date and hurts green initiatives.
