NBCT: Performance-pay model has merit

A National Board Certified Teacher makes the case in this blog post for merit pay, based in part on student achievement. Nancy Flanagan writes that districts should develop performance-pay plans that reward the right things, such as quality professional development, working in disadvantaged schools and teaching hard-to-fill subjects. Flanagan also suggests a type of annual review, where teachers present a portfolio showing what their students have learned.
