CFTC finalizes plan to delay swaps-market rules

The U.S. Commodity Futures Trading Commission voted Thursday to approve a rule that delays implementation of numerous swaps-market rules. The CFTC backed the delay because it said it needs more time to write the rules, which were set to take effect July 16. The delay could last into next year, the CFTC said.
