L.A. pays residents to rip up their lawns

Los Angeles and nearby communities are paying residents to rip up their lawns and replace grasses with shrubs that are less water-intensive. Officials are offering between $1 and $3 per square foot but are carefully inspecting lawns in an attempt to weed out fraudulent claims. "You have to prove your lawn is alive before you can get funds to kill it," warns Stephanie Garlock.
