The economic downturn in the U.S. and Europe may be dominating the minds of many investors and consumers, but significant shifts are taking place in other parts of the world as well. In South America, the influence of Brazil's Luiz Inacio Lula da Silva is growing while that of Venezuela's Hugo Chavez seems to be diminishing.
