Officials charged in theft of disability funds

Two New York City officials, along with the Brooklyn foster care agency's fiscal director, allegedly created phantom adoptions to pilfer hundreds of thousands of dollars intended for children with disabilities, federal authorities said. "These defendants were driven by greed," said U.S. Attorney Michael J. Garcia, "and they placed their own self-interest above the well-being of the children."
