Analysis: Sequester gives Obama more power over spending

The longer Democrats and Republicans are unable to reach agreement on a 2014 budget, the more power President Barack Obama has over how the U.S. government's money is spent. By allowing automatic spending cuts to continue, Congress has been gradually "handing control of the purse over to the executive branch," said Steve Bell, a senior director at the Bipartisan Policy Center.
