Federal officials: More states meet special-education guidelines

Thirty-eight states met U.S. Department of Education targets for special education during the 2011-12 school year -- up from 29 states the year before, according to a recent letter sent to states. Each year, states receive a rating based on factors, such as conducting timely evaluations, assessment performance and graduation rates.
