Industry rep says proposed Md. fracking rules could hurt development

Proposed hydraulic fracturing rules being considered in Maryland could discourage energy development in the state, said Drew Cobbs, executive director of the Maryland Petroleum Council. The rules would require energy firms to file a comprehensive drilling plan before they request permits and to monitor groundwater before drilling can commence. "It's fine to learn from other states, but if you end up preventing drilling altogether, what good have you done?" Cobbs said.
