Va. town seeks to avoid traffic congestion from ethanol deliveries

State and local officials gathered in Dumfries, Va., to discuss how to deal with traffic congestion that could arise from NuStar Energy's plan to deliver ethanol by truck to its facility in the town. Officials in Prince William County have ruled that NuStar needs a special-use permit to transport the biofuel through the town, but the company is challenging the ruling.
