"White space" technology is emerging, but progress is slow

Deployment of the unused digital spectrum from TV stations -- "white space" -- has gotten off to a rocky start in the U.S. and abroad, according to this report. In the U.S., the upcoming incentive auction of broadcast spectrum has complicated the process and objections from incumbent license holders abroad have discouraged vendors from making the necessary equipment. Still, regulators around the world are beginning to recognize the need to allocate the unlicensed spectrum, according to this analysis.
