California education chief to sue state over budget

State Superintendent Jack O'Connell yesterday said he is planning to sue the state to suspend the two-thirds requirement for passing a budget. The move, inspired by the Nevada Supreme Court's ruling to break that state's budget impasse, is intended to resolve California's $38 million budget gap.
