Pa. city's schools continue to face funding shortfall

The Philadelphia Coalition Advocating for Public Schools organized a rally at City Hall to demand that officials resolve the school system's $304 million budget shortfall before school begins in September. City officials responded by saying additional funding cannot be discussed until negotiations are concluded with the teachers union and city and state officials.
