Tenn. could make a teaching license harder to get, keep

Tennessee Education Commissioner Kevin Huffman's plan would boost the rigor of tests for teaching licenses and require teachers to renew their licenses more frequently. Under the plan, renewals would be based, in part, on students' scores on standardized tests. The state's teachers have been hesitant to back the plan.
