Congress schedules 2 symbolic votes as debt deadline nears

As the Aug. 2 deadline to avert a U.S. debt default draws closer, the House and the Senate scheduled largely symbolic votes on two measures, neither of which is expected to make it through Congress. The House is set to take up a "cut, cap and balance" plan that would substantially reduce spending over 10 years. Senate Republicans are expected to press for a vote on a balanced-budget amendment to the Constitution.
