Judge: N.C. cannot limit pre-K enrollment of at-risk children

North Carolina cannot limit the enrollment of at-risk children in its prekindergarten program, Wake County Superior Court Judge Howard E. Manning Jr. ruled Monday. The state's budget included a fee to enroll in the More at Four program and capped enrollment among at-risk children at 20%. Districts that challenged the budget decision said the prekindergarten program was started to serve disadvantaged children, and their enrollment should not be limited.
