Analyst warns about Libor consequences of Barclays' fine

Sandy Chen, an analyst at Cenkos Securities, says the US Federal Energy Regulatory Commission's fine against Barclays for possible manipulation of electricity markets could affect an agreement between the bank and the US Department of Justice regarding the London Interbank Offered Rate. "The FERC fine -- a civil penalty for alleged energy market manipulation -- could trigger a US DOJ review of the Libor [deferred-prosecution agreement], in our view," Chen wrote in a note to clients.
