Compromise emerges in Senate on student-loan rates

Senators say they have found common ground on the issue of federal student-loan interest rates, which doubled July 1 to 6.8%. The bipartisan deal announced Thursday would allow rates to float with financial markets to a ceiling of 8.25%. Senate Majority Leader Harry Reid, D-Nev., hopes to bring the measure to a vote before the August recess.
