Report: "Pay it Forward" plans cost students, colleges

Students who go to college on a so-called Pay it Forward system, paying back a portion of their income to attend school without student loans, will not save money over time, according to a new report by the American Association of State Colleges and Universities. The report says such programs also wreak havoc with finances at colleges and have "enormous" start-up costs.
