Many of nation's sewage systems desperately need upgrades

Milwaukee dumped 4.6 billion gallons of untreated sewage into Lake Michigan this year after heavy rains, and other cities are experiencing similar problems with their sewer systems. The Environmental Protection Agency says "sewer overflows are a large national problem," and many cities are spending billions on major upgrades to tackle the problem and comply with new regulations.
