NYC mayor seeks to hold back failing seventh-graders

Crediting his tough stance on ending social promotion of third- and fifth-graders with raising test scores, New York City Mayor Michael Bloomberg will ask the Panel for Educational Policy to approve the retention of failing seventh-graders. Studies, however, indicate older students who are held back are at a higher risk of dropping out.
